A Cantabrian robot will help protect ports and critical infrastructures across Europe thanks to Celestia TST’s participation in the PROACTIF project—an ambitious European initiative led by Nokia and funded by the European Union through the Chips Joint Undertaking programme. The consortium brings together 42 technology companies and academic centres from 13 countries, aiming to transform emergency management and the protection of critical infrastructures across the continent.
Celestia TST: leading port security innovation
From our headquarters in Cantabria, Celestia TST leads Mission 2.2: Port Security, focused on strengthening security in port environments through autonomous surveillance, perimeter protection and early threat detection. To achieve this, our R&D team is developing a compact, modular, all-terrain mini-UGV (unmanned ground vehicle) capable of operating autonomously thanks to advanced navigation and perception systems. This robot will patrol both indoor and outdoor areas and adapt to demanding scenarios such as ports, industrial facilities or disaster-affected zones.

A project with pan-European impact
PROACTIF aims to strengthen Europe’s technological resilience and leadership in electronic systems, drones and robotics, supporting the continent’s industrial autonomy. The project is expected to generate around €90 million in revenue, 50 new products and over 15 industrial patents by 2035, as well as create hundreds of new jobs and attract more than €40 million in additional investment.
Bajo la coordinación de NokiaUnder Nokia’s coordination, the consortium will develop nine advanced technology blocks and five next-generation UxV (unmanned vehicle) platforms, with a strong focus on interoperability, autonomy and rapid deployment to meet Europe’s social and market needs. These technologies will enable more efficient surveillance and improved situational awareness in the event of incidents affecting critical infrastructures.
